I found a Russian report and the OP's story is distorted. The special tax rules are for permanent residents in Russia who would not be forced to pay taxes in Russia and they will pay their taxes in Europe instead. Probably a travel ban is imposed on these individuals and they cannot go back to their countries.
I kinda thought this may be what Trump likes about the Russians - similar taste in interior design. (BTW - this golden style goes way back to the Czars - Putin inherited it.)
Litwin, you confuse people. If a person lives outside of Russia for more than 180 days he is automatically considered as not being a tax resident of Russia. Has nothing to do with Putin's friends. All those people (including those who are under sanctions) who live outside of Russia for more than 180 days pay their taxes locally in the places where they live.
