The point is that Trump's commentary made them wonder if that was still the case. Trump flat out said NATO was obsolete and US should reconsider our involvement in it. He thought US pays for militaries of other countries, which showed he did not comprehend the basics of how NATO operated and how it is financed.

This is your logical fallacy. The special category in this case are banned chemical weapons - and this list changes .. to include other members that are not on the specific list - but are on the broader list.

Russia is not testing Biden. Putin said he wants the Americans to know that Russia will do what is in its own self interest, and not what is in the interests of the US. Also that they are prepared to defend their interests militarily if need be.

I recall the Saker who is ethnically Russian say once, that Russians do not make threats. They consider it a weakness. This means that if they say something, they will carry it through.
