I'm very confused about this. I read the same thing in RT, so it's not an MSM spin, and yet according to Janes:

Russia continues to strengthen its forces in Crimea and its land border with Ukraine, the Ukrainian Ministry of Foreign Affairs said.

Satellite photos revealed two concentration areas in the Opouk and Angarski exercise fields in southern Crimea.

Other photos show additional Su-27 fighters and Mi-8/17, Mi-24/35 and Mi-28 drones and Inokudets drones in Crimea. Russia has also reinforced the Black Sea Fleet with four large naval vessels from the North and the Baltic Fleet that crossed the Bosphorus Strait on April 17.

At the same time, a Beriev A-50U flying radar aircraft of the 144th Air Early Warning Regiment has been deployed at Rostov Airport.

Sources say Moscow has informed its military personnel of "dangerous areas" in Ukraine and has banned the passage of warships and state ships of "other states" from the Kurtz Strait until October.

By land border, I assume Ukraine is referring to Southern Ukraine, which means the pull out could be only where Russia borders the two Republics. If so, it means that Russia has supplied the Republics with enough defenses so that they don't need Moscow's protection.

In the meantime Moscow is retaining its blockade of Mariopol and Southern Ukraine. Could Russia be setting Ukraine up to make an aggressive move towards the Republics?
