Plague is easily treatable by simple penicillin. It's not like they are creating some mega resistant super bug.
They don't actually know for sure what the black death was. It's thought that it might be the plague but not all the evidence fits the plague.

We have the genetic evidence left behind in small portions of the Euro population who have developed a natural immunity to plague(and incidentally AIDS) Go find "The Great Mortality" by John Kelly. Its seminal work on the Black Death and he dedicates an entire section to this debate, which is now moot since we have DNA samples taken directly from plague victim graves showing Yersinia Pestis. although I'm not afraid of it as it is now has no devastating influence , I always afraid of these (death factors recreation) processes . we have many maniacs could use an enhanced bacterium in precipitous moment of war.
