    Cops and Bronx prosecutors are outraged that a rookie judge has repeatedly let violent criminals walk free without bail -- including a career burglar she sprang after claiming that he wouldn't have been dumb enough to leave his DNA at the scene.

    Ramon Barroso, 45 -- an ex-con with three burglary convictions since 1985 -- was charged with breaking into The Miracle Provider City Church, at 3839 White Plains Road, on June 29, after cops matched his DNA to a sample taken from the handle of a damaged safe at the crime scene.

    Barroso allegedly stole a gold cross, jewelry and a video camera.

    But he wound up strolling out of court when Judge Carol Feinman incredibly said a crook with his experience would surely have worn gloves to ensure he didn't leave any evidence, a law-enforcement source told The Post.

    Feinman, who's been on the bench in Bronx Criminal Court less than a year, also freed a teen punk busted on robbery and assault charges after he allegedly stole a cellphone from an undercover cop.

    She also sprung an accused armed robber because she didn't buy the victim's story.

    "All three are serious crimes," fumed one furious law-enforcement source. "How will she explain it, when these three commit crimes in the future, to the new victims?"

    In Feinman's most recent no-bail case, the 57-year-old judge released Martin Mitchell, 16, on his own recognizance after he allegedly grabbed the phone from the cop, who was holding it while conducting an operation Wednesday on Carpenter Avenue at 219th Street.

    Mitchell had been charged with robbery and assault.

    The source said Feinman let the young thug go free because of his age -- although he'd been arrested for firing a gun when he was 15.

    "To let [Mitchell] go is a slap in the face to all cops," the source said.

    In the third case, Joseph Cristin, 21, was arrested Aug. 3 for allegedly pulling a stickup on East 181st Street.

    He was caught after his victim wrestled the gun away, the source said.

    Feinman turned him loose, saying she didn't believe the victim could have overpowered Cristin.

    He had been charged less than a month earlier with weapons possession, and his priors include gang assault and drug busts.

    Court spokesman David Bookstaver defended Feinman, saying, "Bail can only be used to ensure a defendant's return to court. It cannot be used . . . for preventive detention."

    But cops weren't buying it.

    Noting the case of the stickup, one angry Bronx officer said, "If she's weighing witness testimony, she's trying the cases."

    Bronx DA Robert Johnson's office would not comment, and Feinman didn't return an e-mail seeking comment.

    The outcry over Feinman is reminiscent of the controversy over late Manhattan Judge "Turn 'Em Loose Bruce" Wright, who was infamous for setting low bail for poor and minority suspects.
