FUBAR....... The conclusion is fitting. Incompetence ruled the leadership within the State Department and CIA. POTUS may have been in or out of the loop but it was his policy.
Elected politicians determine all this stuff, so the ultimate fault is on the voters. How many voters are truly informed enough to vote intelligently on anything, much less foreign policy and the realities around the globe? Very few, so don't expect the kind of super competence seen in Hollywood movies and TV shows. Hint: Incompetence didn't start with Obama, nor is it limited to Democrats.
