Seems to me if the military feels it necessary to use civilian cities and people for target practice that essentially means every man woman and child in the US is an involuntary conscript.
As involuntary conscripts it would be logical that now there can be no arguement. We the people are the militia.

 

was looking at a map earlier and this is the way it works out. Seems as if most of the gun control freaks are in the metro areas are in the NE, say Md and Delaware north. A few other cities such as Chicago and maybe a couple on Ohio. Then you have the looney birds of coastal California. Other than that most of the country still has enough rural people still clinging to their guns and religion to make this one hell of a uphill battle. Even in California and Oregon once you get away from the coast you got a lot of people who love their hunting so be careful of the fight you pick libs. An AR15 might not work so hot for skeet shooting but there are about 3 million of them in the back of ranch trucks and gun safes

I would also contend the military would never have the power to conduct dangerous military training operations over highly populated civilian areas without explicit written authorization from congress and the CIC.

Totally irrelevant. If the military conducts training excercises over your head with little or no warning you are conscripted. Forced to participate.
Seeing as there is little to no warning you have no choice.
Seeing as there is little to no warning one can never tell when the military will use individuals as training. Therefore all US citizens should consider themselves conscripted before the act. Not during or after.
Historically and logically military conscripts have the knowledge of conscription before going into training or battle. I can see no reason the US citizen should be treated differently. We are now an official militia.
