I have been noticing that a lot of those arguing in favor of defunding ObamaCare (something that the GOP leadership dropped a while ago BTW), claim that the House has "the power of the purse" and gets to decide what gets spent on what.

Well, when I was taking civics in High School, back in the 20th century, the power of the purse referred to the clause that says all revenue bills must originate in the House. I checked, it still does, either body can propose spending.
And the senate can add taxes to any bill that originated as a revenue bill in the House.

The idea that if the House says no spending on ObamaCare, the senate and the president have no say in the matter is simply wrong.
There is nothing in the constitution that gives the House greater say on spending than the Senate.

    you are of course correct
but in this insane communist controled government
    that does not matter
being correct has no ability to cause change
perhaps you are young enough to live thru the coming demise of this system to see a rise to power of those like minded as you
