    The United States was created out of the voluntary delegation of a very specific set of powers to a national body which could then assist in interstate matters and matters with other nations. To warp the size of the states like this would be completely repugnant to the society you live in. Additionally, the Federal government has no power to do any such thing, so a constitutional amendment would be needed. Personally I think all states should have to agree first.
