"War on" can't be found under a definition but it has been a commonly used phrase since the Reagan era "War on Drugs".
It is a phrase that generally has been use to say "effort to curb or limit" such actions.
As of now, there are several things it is used as a phrase for "limiting" such as Obesity, Drugs, Poverty, Hunger, Science, Guns, etc.

That said, we also have the "War on Terror" that is sitting there as an undefined war.
The basis is that there are hidden factions that want to do harm but setting bombs using other such acts to instill fear.
The other side of the coin is an American information system that is allowed to instill fear among a great portion of America that we will be faced with some secret group of people that will cause death to American's through the use of weapons.
The current "War on Terror" isn't taking out suicide bombers, car bombers, people with physical means to cause terror, armed soldiers or anything in such range.
He are involved in civil disturbances where we have a choosen group that we are backing that are being attack by a group that disagrees with their views and refuse to accept them being placed in power.
Even the Israeli/Palestinian conflict is a civil disturbance among a group attempting to decide who is in power.
In the US, we have Republicans and Democrats who engage in such act with a non-lethal cival disturbance as well.

When it comes down to the basic level, the US war on terror is on the domestic level. We have a system in place to prevent people from obtaining large amounts of explosives and the rise of civil war through to use of law enforcement on city, county, state and federal level.
When it comes to physical war, there is no country capable of attacking us on our soil. We do have over seas interest that are protected by our weapons and missle defense systems but no major threat that has our military might.
Mentally, we have a country that came out of the Cold War (Arms Race) with fear and that fear has been stoked in the use of the phrase "War on Terror". There is no threat of a US invasion and we really can take what we want.

There is a level of war of conquest (over seas) and misinformation (domestic) being created by our persons in power that have been looking to consolidate power in the executive office (Presidential) much in the same way of monarchy and dictatorships of yester-year.
The current leaders are removing the power of the people and consolidating power in the federal government in an effort to protect us from potential attacks but also denying the right of persons under the rule of law.
Independants, Democrats and Republican agree that these things are happening.

The big question is should "War on" be allowed to be used in place of an actual "Declaration of War" and what should be the limitation if any?

in the video the ? is why the Germans went to that extreme?
well they see the worlds heading to a future like it is now, with little or no control and discipline, a world of over population and corporate greed run a muck they went threw the 20s threw runaway inflation then the depression brought on by those leaders, by top corporate leaders of the new industrial age of mass production of people and machines, they were the old kings that ran old Europe they had culture experience that held it in check .

problem was the leadership they dove into to was to quick, Hitler set a agenda of revenge not engineering and running a world correctly like a engineer as Alexander the great did and like old roman empire.

It predates Reagan by at least 16 years. War on Poverty was coined by the Johnson administration and the media.
