Would the democrats have introduced this bill, this legislation if they knew it would pass, I don’t think so. The democrats want to gerrymander as much of the republicans do. They don’t want to give up their huge advantage in drawing maps in Illinois, California, New York, New Jersey etc as the republicans don’t want to give up their advantage in drawing maps in Georgia, North Carolina, Alabama and other red states where they hold a trifecta.
