TSCA defines whiskey barrels as hazardous waste because they are ignitable. Well, duh. If they wouldnt ignite, how could you use them as fuel? This is a classic example of the mindlessness of current EPA regs. All of the major programs need to be revisited and comprehensively purged of both foolishness and also effort to refight the battles of the 1970s. Some places get a handle on their solid wate problem by burning their solid waste for energy. Good idea and it works, sorta. Problem is that the EPA makes it harder to burn trash than coal.
