    The Constitution EMPOWERS Congress to pass LEGISLATION!

    Unless challenged and ruled against by the Supreme Court ALL legislation is DEEMED to be Constitutional.

    The Constitution is the law of the land and that can be changed by the amendment process whether the legal system likes it or not. If a change is ratified it is law. An edict by the President or a federal judge does not carry the same weight. The system is not ended it is just over burdened with people who hold your view. For instance R v W which was given to us by judicial edict and can be overturned the same way. That is why propping up RBG forever is so important, had there actually been an abortion right written into the Constitution through the amendment process RBG could go to her well earned rest.

    Societal change happens all the time but it is based on a snapshot in time to suit what is accepted as socially acceptable. The Constitution is the anchor that pulls us back to a system that guides us through these spurts of new found wisdom.

    It is ILLEGAL to "set rules" that VIOLATE the legislation in question which is EXACTLY what your criminal IMPOTUS's regime has done and why it was sued by the States.

    And there are funds for emergency needs but that has nothing to do with the cuts made by the administration.

    In doing so, Trump took strong steps to preserve the original intent of the 1996 welfare reform law: to weaken the cycle of poverty by reducing dependence and promoting self-sufficiency through work and marriage.

    This is a sound decision for two key reasons.

    First, the decision enforces the 1996 welfare reform law, which deliberately made the core work requirements of the Temporary Assistance for Needy Families (TANF) program mandatory and non-waivable by future administrations of the law.

    The Obama administration effectively gutted the law’s requirements in July 2012 when it released a policy directive through the Department of Health and Human Services that allowed states to waive the TANF program’s work requirements.

    It would help if you understood how the judicial system is supposed to work. Some courts do weigh in on stuff that is none of their business, like the court of the OP, but they have no right or authority to do so, and never have under the Constitution.
