I saw DT during the primaries state that a direct payment by Mexico wasn't going to happen because the optics would be terrible for the leaders of Mexico. However there were other ways to extract the amount, including through tarrifs. These tariffs of course evolved into a much better trade agreement that benefitted the US far beyond the 5B.

 

Soon after Trump was elected a phone call between Trump and the Mexican President was Leaked.

Trump was BEGGING the Mexican President to pay for the wall saying he couldn't face his supporters without Mexico paying for the wall.

Trump even threatened to cut off relations with Peña Nieto.

The funding “will work out in the formula somehow”, he said, adding later: “It will come out in the wash, and that is OK.” But “if you are going to say that Mexico is not going to pay for the wall, then I do not want to meet with you guys any more because I cannot live with that.”

But the US made that environmental decision years ago. However it's good to see that the Germans are finally catching up and becoming responsible global citizens in our mutual struggle to save the planet. Hope they finally clean up the former East Germany also. Never saw such a filthy place, coupled with dirty air, anywhere. Had to clean the car windshield every hour. They were using brown coal, or Lignite, the dirtiest coal in the world and illegal in most places.
