I am not much concerned about totalitarianism in Russia .. I do not live there. What does concern me is quazi totalitarian things that are happening here .. such as the use of our intelligence services to create and disseminate propaganda on US citizens. They started American decline, gave rise to Iran and Russia with both the nuke deal and the US mid-east withdrawals (the vacuum). They started the multipolarity and all that bad things but still Russia didn't want another Democratic term. Remember their officials saying it would be a declaration of war if Clinton was to be elected. Because dude Russia could "predict" Trump but not Clinton. That's why Zhyrinovski popped bottles up all night partied like ATL rappers when Trump was elected.

That having said, even if there was a policy break I don't think it'd be reflecting directly on the next presidential term as a factor of unpredictability because Republicans knew what the hell was going on in the mid east. So they should have had a plan before stepping in the office rather than passing the damn buck like that Tal. American people gave them power to make it possible putting forward their own agenda. You may tell me that the unpredictability may be caused by sort of a democratic influence over some crucial offices but just can't tie it all up to Obama... Even Alex Jones wouldn't do that...

Try to focus and think back to Obama and the US strategic decision to "pivot to China". Both Russia and China are seen by the US as the principal "rival powers" and competitors (as set out in Trump's first national security strategy America First). They have become natural allies who oppose US hegemony and its self-awarded "exceptional" nation status. So, of course, they're going to grow closer as they face the same US challenge to divide and conquer.
