I think his advisors (generals) are advising him to not attack. Put intense pressure on countries who are dealing with them.
I can tell you when he next "won't attack" if that helps. Next summer. Next campaigning season, during a fleet rotation, double the amount of carriers will be there and a war game will be conducted with the US's allies. A practised marine landing. At this time, Trump will threaten NK with war once again. As every US president does every year at this time. And forums such as these will be ablaze with Korean war mongery. As per usual. Any build up for an NK war will involved pretty much all of America's military being sent to theatre 3 months in advance of an attack. Not an extra carrier, but all of them. All the army, all the air force. Everything you've got will be staged there well in advance of any war. It will be obvious as hell when it is about to begin, but that day will be never. Unless... NK invades SK. Then it is on.

Well no, which is one of the reasons I think we should have a nation wide aptitude test for the commanding of troops. Similar to the ASVAB, but more focused on bringing the strategically minded people to the upper echelons of our armed forces. (South Korea did it with Starcraft II, the best pro players were put on a team by the SK government and are now being groomed to be commanders for their armed services in a time of war)
