    I wrote a welfare reform bill, hope its ok, could use some opinions.

    Welfare Reform Bill

    Section I

    No form of social security benefits, food stamps, health care aid, insurance, or retirement funds shall be given to any person not a citizen of the United States. Nor shall any person(s) be allowed to use these services and privileges who is not a citizen of the United States.

    Section II

    Any person attempting to receive or use social security benefits, health care aid, insurance, food stamps, or retirement funds who is not a citizen of the United States will be either imprisoned for up to 5 years or deported to there legal homeland for there first offense. Second time offenders will be imprisoned 10 years and then deported to there homeland. Third time offenders will be imprisoned for 20 years and deported. For any other offenses the punishment will be another 20 years imprisonment and deportation.

    Section III

    No number of EBT’s or Bridge Cards exceeding one may be used at a time. If a person is caught attempting to do so, both (s)he and the proper owners of the Bridge Cards and/or EBT’s will have there EBT and Bridge Card benefits revoked and will not be allowed to regain them. If the perpetrator uses EBT’s or Bridge Cards in multiples again he will be fined 25,000 dollars and/or imprisoned for up to 5 years. Any business’s allowing the use of multiple EBT/Bridge Cards will be fined up to 500,000 dollars.

    Does that mean that non-citizens can forgo the payroll taxes?
