    Of course, every gun owner starts out being "responsible", until they become irresponsible. If that Oregon kid hadn't started killing last week, he would still be a "responsible" gun owner.

    Second, it always amazes me that the gun owners don't want any gun laws "because you can't possibly enforce them all, and criminals will have guns despite the laws". I wonder if they feel the same about property laws. Should we abolish them, because criminals still steal, despite the existence of these laws? Clearly, property laws are ineffective.

    The states, when they constituted their union, never gave congress the power to enact a law such as you're proposing. Take a look at article I, section 8 that lists the powers of congress. Nothing in there would allow what you propose. Thus it would be in violation of the constitution and illegal.
