What if:A shooting done by an insane White Syrian Muslim dressed as a black man

A person:

parents that are Syrian immigrants entered illegally(before conflict)
White with colonial roots
Born in USA
A Muslim
Very American all except religion
In a very good black man disguise
History of mental instantly:

goes into a public area with a legally purchased gun and shoots a whole bunch of people. The attack was aimed at minorities mainly. The Cops come and he surrenders and puts his hands up. The Cops ignore the threat thinking he is too dangerous and kill him.

How do you think the media and people will respond? And how will you respond?
