What is the best way to fight drug war when taking facts into consideration

funny, Portugal has had NO drug laws for years now, and no such bad things have increased THERE. Why not STOP the free medical care, counseling, etc, hmm? why not lock UP those who abuse/neglect kids (for whatever reason) and stop bothering people who do nothing more than use? why nor prosecute them for messing up at work, or driving, etc, but leave them ALONE in their homes? Because then you couldnt steal all their property and money, that's why! Because then, tobacco and alcohol would have major competition, and most cops, prison guards, judges and lawyers would be out of a job, that's why!. You can't really tax dope. it's too easy for people to make their own, and you need a LOT less of it than you need (to stay as high) with alchohol and tobacco.
