The Founding Fathers created two Houses in Congress. One House was created with the idea that the popular vote could determine representation via the House, and the other chamber was created so that states could appoint Senators, thereby thwarting the destructive potential of democracy and giving states a voice in the federal government. However, the all knowing and enlightened progressives at the turn of the 20th century knew better. They decided to create the 17th amendment that gave the populace the direct vote in the Senate instead of the states. So if the House already had democratic representation, why have the Senate?
