Which government takes over a unified Korea???

If there's a unification of North and South Korea, then which government takes over the whole thing, north or south???

If the South Korean government takes over that's probably for the best.
But, I don't see North Korea and Kim Jung Un stepping down from power. If North Korea's government takes over the south then that's more people who are going to be starving, eating grass, and generally having a bad time of things.
