That is hilarious. My two grandchildren goe to private schools at an excess of $25,000 dollars per year per student.

Wasted means not being used or spent in a useful or effective manner. Who do you imagine is entitled to use or spend a generation of 'blacks'?

I'll take a stab at it. Look at the ratio of police officers to citizens. What you will see is that in a lot of the areas with high crime rates also have higher numbers of officers per 10K people. The easy argument is that they have to hire more officers because of the higher crime presence. What if it is the other way around. What if having more officers leads to more police interactions in these bad areas that lead to more tension? What if having more officers means those officers are under increased pressure to justify their job by being forced to arrest anybody and everybody to churn fines to fund pensions and payrolls? What if the reason we see more crime in Baltimore than Dallas is because Baltimore has 46 officers per 10K and Dallas has 28? Is it possible that higher police enforcement efforts result in more crime--not just in terms of catching more criminals, but in terms of creating an atmosphere that feeds increased anti-social behavior?

I don't know the answer, but I know people trying to blame black culture, etc is stormfronter/racist/kkk bull(*)(*)(*)(*).
