This is a war crime that Hamas has continued to perpetrate from day one. In turn their position was attacked. Who really put the civilians lives in danger? The country who retaliated (Israel), or the government of Gaza (Hamas)? I have said Hamas from day one and still say Hamas.
You can run but you can't hide. Hopefully Palestinians will come to understand that being in the vicinity of Hamas is a death sentence. Should they ever get a democratic vote again perhaps they might even choose not to vote in a hard line militant Islamic group bent on destroying Israel. I won't hold my breath though.
How many make believe civilian would have been killed in just ground attack. Most of those are the guards for the Hamas living in the tents although they have there family with them. A ground thing would be hundreds like in the Black Hawk down with the press showing these are civilians after all the guns hidden.
I don't know that Hamas gives them the chance to avoid being in the area. Hamas uses them as human shields. When they become "collateral damage,” Hamas uses their deaths for propaganda purposes. As for voting in a political group other than Hamas, that will be difficult. The Palestinians teach their children to hate Jews almost from the crib. It’s hard to change when your parents and your school system have taught you to be a bigot. The Palestinians could have had a homeland many years ago, but their intolerant attitudes and behavior have made them pariahs, even to other Arabs. It is my understanding that they were allowed into Jordon in the ‘40s. All they did was cause trouble.
