Sorry but this woman was a dual citizen - American and Egyptian. She was not considered to be an Egyptian in the USA nor an American when in Egypt. And if I am not mistaken her NGO was not registered in Egypt. Why was she flown home on a US govt aircraft? What makes her any different than other US citizens- many of whom hold only a US passport- in Egyptian jails?
