    According to Joe Biden it was Russia -

    President Biden holds a Press Conference Feb 24th 2022:

    "The Russian military has begun a brutal assault on the people of Ukraine without provocation, without justification, without necessity.
    This is a premeditated attack
    Vladimir Putin has been planning this for months as I've been saying all along. He moved more than 175,000 troops, military equipment into positions along the Ukrainian border. He moved blood supplies into position and built a field hospital which tells you all you need to know about his intentions all along..."

    The press conference was given at 1:43PM in the East Room,
    and strongly implies that the war started earlier that day -
    several time zones over in Ukraine.

    An entirely different narrative had been running that the US
    started the war in Feb 2014 by funding and organizing the
    overthrow of the democratically elected President Yanukovych
    and attempting to assassinate him, all described in the
    documentary 'Ukraine on Fire'.

    Even if you don't believe any of the film you might at least
    accept the date of it's release: June 16 2016.

    The conflict in Ukraine had been running 8 years before
    Biden's press conference.

    Before Feb 24th 2022 there had been 14,000 deaths
    in Eastern Ukraine due to the conflict.

    Putting many biological research facilities in The Ukraine over the past decade or so was like setting the Ukraine up for what happened !

    The conflict in Ukraine started in 2014, NATO General Secretary even said so, and NATO can not admit a
    new member if that member has an ongoing conflict.

    Things got a lot more violent after the weapons sent over from the U.S. arrived and got put into use
    from Feb 16th 2022, and Putin sent in him military on Feb 24th 2022, after the conflict had already
    been running since the US started it (for the best of reasons... allegedly) in Feb 2014;
    eight years earlier.

    So how could Putin have started a war he joined after it had already been running for eight years?

    The Minsk Agreements of 2014 - 2015 were supposed to have resolved the conflicts between Kiev and the Donbass provinces (generally speaking), but both 'the West' and the Russians cheated and/or ignored what they had agreed to.

    In practical terms, where Putin screwed up was in launching hostilities BEFORE the Germans became used to getting abundant, cheap supplies of natural gas from the Nord Stream II pipeline. Once Germany was economically addicted to the Nord Stream "sugar-teat", everybody in Northern Europe, including Russia, would have settled down and enjoyed the mutual prosperity. The Kiev oligarchs would have gone on having their usual disputes with the Russian oligarchs, but it would have been at the level of bickering between two Slavic cousins.

    Instead, now we've got this situation, and the Germans I know are getting REALLY sick of it! The only people who seem to enjoy it are those who sell the Germans liquified natural gas, at high prices....

    Oligarchs started it, probably playing both sides at once. NATO should have disbanded after the fall of the USSR. Instead, they violated agreements and expanded NATO where they said they wouldn’t.
    And of course Putin should never have acted on his paranoia and invaded.
    Both sides set up the conditions for the meat grinder that is killing an entire generation of young people in Russia and the Ukraine. Those in the arms industry are having a field day with the bloodshed, however.

    The conflict of course goes back many years. Putin had been trying to get Ukraine without overt war long before. Eventually, he decided he would need a war to conquer Ukraine and reclaim it for the Russian empire. Russia had been meddling in Ukraine all along. The fact that the US might also have meddled, does not excuse what Putin has done.

    The US oligarchs have far more control than the Russian ones might have, if indeed they still have any.

    I don't think there is a simple answer. There is a lot of blame to go around, on both sides. The Russian and Ukrainian young people are the ones paying with their lives for the arrogance and greed of older elites that care for nothing but power and wealth.

    The US and Nato’s ulterior motives in the Ukraine crisis is to end the Putin regime and replace it with a Russian government friendly to and subordinate to the US.

    The US strategy for regime change in Moscow has been long in preparation. In 2013 (before Ukraine’s President Yanukovych was overthrown in 2014) , Carl Gershman, Director of National
    Endowment for Democracy (NED), wrote: “Ukraine is the biggest prize.” He explained that if it could be pulled away from Russia and into the West, “Putin may find himself on the losing end not just in the near abroad but within Russia itself.

    Regime change in Moscow may all seem very achievable as after all Putin's predecessor Yelsin was Bill Clinton's choice for president of the Russian Federation, implemented by a major western advertising campaign.

    And he led the Russian Federation in fulfilling the role allotted to colonies by selling Esso an oil field for 2% of it's market value IIRC.

    And that is how Empire/colony relationships are supposed to work, and Balkanizing the Russian Federation was planned to go exactly along that route.

    But I think it is a very out-of-date way of thinking and although it worked in the 1990s it won't work now in Russia ..., or even in Africa any more.

    The idea was to put NATO weapons in Ukraine, very close to Moscow and the ICBM fields, to frighten the Russian population
    into capitulating to US demands.

    The same plan as caused the USSR to break up and suddenly end the cold war.

    But we have to do it again because Russia is still in one piece and it has the largest gas reserves in the world so we have to break up the Russian Federation (Balkanize it) to get cheap access to the gas and other resources.

    I think it's a bit of a long shot and could easily end up in WW3

    Maybe. The problem with the question as you appear to have noticed is that it is so vague.

    When there is a criminal action it is necessary to specify what it was, and where and when if known.

    If Joey Biden had said Russia started the war on Feb 24th 2022 then that would be obviously wrong
    because a documentary film about the war had been released in 2016.

    The accusation that the Russian Federation started the war lacks detail -
    like when? and where?

    Joey Bidden arrived a few minutes late, rushing to a press conference with
    breaking news of a Russian Invasion on Feb 24 2022, but there is clear
    evidence the war had been going on long before, such as the existence
    of the documentary films 'Ukraine on Fire' released in 2016.

    Some people claim the film is biased, one-sided, but it is hard to see how
    the film could have been made at all if the war hadn't existed until Putin
    moved forces in to protect Donetsk on Feb 24 2022, when Joey claimed
    Putin started the war.

    What were the U.S. demands?
    Socialists still think socialism works.

    USSR broke up because Gorbachev was unwilling to roll tanks into Eastern Europe again to murder the population until it submitted. This is why he won the Nobel Peace Prize.
    U.S. does not need Russia's gas. We have so much gas in the U.S., it doesn't turn night in South Dakota. Germans and Europeans really wanted Russia to become part of the happy club. Russia chose Putin instead.
    Neither Russia or China nor both together have the capabilities to start a WW3. At best, they can start a regional conflicts. Besides possibly lobbing a nuke with stolen U.S. technology, they have no way to project power to the Western Hemisphere.

    It started when the US overthrew the democratically elected government of Ukraine resulting in
    Crimea severing links with Kyiv, often dated as Feb 18-23 2014,

    Well before the impression Joe Bidden gave of Feb 24 2022, which I've heard a lot of people
    in real life refer to as the date when 'Russia started the war'.

    Leftists don't like admitting they did less than absolutely nothing when Russia invaded Ukraine. So, the leftists like using the date February 2022.

    Oligarchs wanted peace. They wanted money and the freedom to go to western countries to spend it - Just like Putin's children and girlfriend.
    If only Russia was peaceful enough to allow it.
    Nato never made any such agreement.

    Russia started the war with Ukraine

    but Trump made Ukraine look easily manipulated with his stupid Quid Pro Quo, which probably gave Russia the false impression it would be a piece of cake
