Why Does Obama Delay Obamacare?

The New York Times reported on March 6 that the Obama Administration has delayed or changed Obamacare fifteen (15) times in the last year. See http://www.nytimes.com/interactive/2013/12/20/us/politics/changes-and-delays-to-health-law.html?_r=0

Republicans have often proposed delays or changes to Obamacare to give the government time to find a better way. Democrats met these proposals with a storm of obloquy. Democrats said Republicans wanted to deny adequate health care to average people, without troubling to explain how this would win votes for Republicans. Democrats insisted that Obamacare was the fulfillment of their effort, beginning in the 1940s, to bring high quality affordable health care to all. Only Blue Meanies and Republicans could dissent.

So now I must ask why it's Democrats, not Republicans, who delay and change Obamacare. If Obamacare is the panacea Democrats say it is, if it truly ushers in a joyous age of good health for all, why are Democrats doing everything in their power to interfere with its roll-out?

My answer is that Democrats know Obamacare will hurt people. They know it will increase the number of uninsured, make health care less affordable for millions of people, force people to give up the doctors and insurance they prefer, increase unemployment, deny needed services especially for the elderly, drive doctors out of medicine, extend the power of the already abusive IRS, and bankrupt the government. Their hope for the 2014 and 2016 elections rests on uninformed voters not finding out until it's too late. So they delay and delay, putting off the day when everybody knows.

My second question is, if Democrats know how badly people will be hurt by Obamacare, why won't they take the lead in dismantling it? They're all about public service and the good of the country, right? They'd never cause such destruction just because they thought it would increase their electoral chances, would they?

So what do you think? Why are Democrats delaying and changing Obamacare? If they know Obamacare is bad, why won't they help solve the problem?

P.S. Does the Obama Administration have the legal right to make all these delays and changes? I thought Obamacare was a law, and that the President's primary duty was to execute the law, hence the "executive branch." Can the President modify laws without consent of Congress, or is that an un-Constitutional high crime and misdemeanor? Executive orders are only instructions to the President's employees in the executive branch about how they are to carry out their duties. If executive orders can substitute for laws, what distinguishes our government from that of a dictatorship? Does Barack Obama's famous "pen" rule us? If not, I say he's subject to impeachment.

I feel businesses had FOUR YEARS to get ready as did individuals so no I don't agree with the delays. In fact with the Medicaid Expansion optional the president should have used his executive orders to get states more interested in agreeing to do so with some sticks.
