The Democrats usually the Attorney General and the Secretary of State write what the voters will see on the ballot. With Prop 47 the voters thought they were voting to legalize or decriminalize marijuana. In reality most felonies would be reclassified as misdemeanors and many treated as minor infractions like burglary as long as you don't steal anything worth more that $950. Prop 57 was written on the ballot not listing what violent crimes would be reclassified as not being violent crimes like assault with a deadly weapon and you serve less time in prison if you are convicted. Prop 6 during the last election was the gas tax and vehicle registration increase repeal, kinda like what they were rioting about in Paris all last week. But the Democrats wrote what you read on the ballot and no where did it mention the proposition was about repealing the gas tax increase and vehicle registration increases. Instead the Democrats went with if you vote for this propositing all of the bridges were going to collapse and you all are going to die. How did a liberal hodad in "Surf City" defeat a libertarian Republican surfer ? Ballot harvesting.
I think it depends on how drunk that person is. Some people are so drunk, that they aren't even making decisions at all, and just let you do whatever. Its like if you give yourself a date-rape drug and someone raped you, it would still be rape even if you did something really stupid. The most important thing is that sex happen with consent, whether that is verbal or non-verbal. If you are not sure a drunk person who is not all there is really wanting sex, its best to just ask.
Sounds like another half-baked Liberal idea. Anyone who bothers to actually sit down and think about the idea would see the trouble it would have working in practice. If a woman is going to go to a setting where she is going to get completely inebriated, she should always always go with a group of lady friends and stay together.

so what you're saying is the victim is at fault?...if I take my dog for a walk at night and I get assaulted and robbed is it my fault? we all have the right to go where and when we please without fear of assault...being trusting is not a crime and not an excuse to rape that person... nor is that person consenting to assault by being alone.

erections are autonomic. You can absolutely be forced to have an erection, and you can absolutely be raped by a woman. edited to add: "Rape" would depend on the state law. Some stated require you to be penetrated, to qualify as rape. But either way, the legal equivalent of rape by a woman can and does happen.
let's get to the heart of the issue on hand....there are a lot of insecure men on this forum who are terrified of women and feel their masculinity threatened... the only way they can find a women to have sex with them is if they can get them inebriated first...and now they're worried their past drunk/rape/sex behavior is going to catch up with them...
