Ok, so we have quite a different situation here between civilians of western countries heading to Ukraine to help fight Russia and the civilians leaving western countries to go join ISIS. I can't help but notice that they couldn't be a further distance from each other in how people in the general population react differently to these two situations. And, yet, I wonder if there are any laws or decrees that were created to address the ISIS situation which will fall on the heads of those leaving for Ukraine to fight Russia and defend Ukraine. Will civilians leaving for Ukraine be punished?
Can you connect the dots for me, please? What do you mean by punished? Who is punishing people leaving (for any reason)? What do you mean by the general population reacting differently? [Don't we all react differently to different scenarios?] How or why would someone going to make trouble be confused with someone going to protect against trouble? It's late. It might be. Ok, back during the Obama administration, people in western nations were going to the middle east to join ISIS. As time went on, and ISIS's defeat drew near, security analysts warned that ISIS fighters were going to return to their home countries in the west and possibly bring terrorism home with them. So, some nations restricted travel for citizens coming home from the war zone. Even President Trump did this too if I remember correctly. So, there may be some policies in place to stop terrorism that will pop up and bite these people going to Ukraine to defend her.

If you don't fight against the US or an against an ally of the US and don't commit war crimes you should be alright. Especially if you're fighting on the side of a US favoured combatant. Like the Ukraine. So don't torture anyone and it'd be extremely difficult to charge you.
