I'm no computer nerd so this problem drove me crazy for months now. I contacted the MS website and got nothing except to download a program to tell me I had no software problems in my PC. I went to the HP site and found that to be a waste of time. I did Google and Bing searches and came up with zip!!! Then - I was trying to open a new folder in a sub-folder!!! Such as - Reference/California/Father Serra - then a new one. Went back to trying the main folder such as Documents. Create the new file and then simply move it to where I need it. So, if anyone else is having this problem - hopes this helps.
I was also having Internet Explore crash on me constantly. I fixed it by going up to the top right corner and clicking on the icon that looks like a gear. I then clicked on Internet Options, clicked on Advanced and all the way to the bottom, you'll see where it says Reset Internet Explore Settings. Click on that in it should fix IE from crashing. I have Windows 8, but hopefully they are all the same.
Thanks but the problem wasn't with Internet Explorer - it was Windows Explorer - that's the one that allows you to make folders to insert documents into. I found out what was causing the problem - I was trying to create new folders while in sub-folders! I learned to go back to a major folder such as Documents, click the New Folder there, make the folder and them move it to the sub-folder I want. But, thanks for trying. It's also one of the reasons why I seldom use IE.

Sub-folders? There is no reason for a crash to occur when creating a directory within some other directory located, say, in your My Documents directory. The only problems I've had were with ZIP archives, which Windows annoyingly treats like directories. I remember trying to save a Word document into a ZIP archive, mistaking it for a regular directory, and it failed to make the save... but without warning me that it had failed! Holy crap did that get me mad.. If Microsloth is going to have Windows treat ZIPs as directories, then they had better make sure there are no such bugs associated with that features when releasing it. So, the moral of that little anecdote is... make sure you're not trying to use a ZIP folder. You'll recognise it by the little zipper on its folder icon (which was too inconspicuous for me in the save file dialogue in Word).
