If the practice is that dishonest you won't have any problem enforcing it in court. And if they failed to do their due diligence, they have only themselves to blame.... And if you blindly believe one side of the dispute without having any idea about the other side of it, you will never be honest, open minded or objective.

 

if a contractor has completed the work as per specification and agreement, they deserve to be paid in full.

if they are not paid in full, it is fraud and theft.
