The lack of effort by Trump's admin means they didn't even ask, and masks are secondary to testing kits which were also not stockpiled. So it's not just masks, but the entire attitude of only presenting the appearance of preparation.

Trump's psychopathic greed plus all the corporatists surrounding him can't help to only think of their interests. This is a particular problem in medical technology. The board of directors of the fraudulent company Theranos was composed of plutocratic rot gleaned from Stanford's Right-wing Hoover Institute. Reagan's former U.S. Secretary of State George P. Shultz , and Henry Kissinger were friends of Theranos CEO Elizabeth Homes' father--Homes is herself a product of plutocratic rot and you thought she was a CEO who actually knew something about biology. The story is similar to Apple's Steve "No American" Jobs who is also a scion of privilege--he knew nothing of engineering, but a lot about marketing. The story is the same with Bill Gates' class status. They all dropped out of college because college is for suckers.
