It is true that we have NOT been really tested by an invasion of OUR country. . .although we have invaded several other countries! The only problem is them guy they were looking for was Mahar Ali Arar, of no relation and who never traveled on a Canadian passport. Mahar Arar was systematically sodomized and beaten for two and a half years before the US would let him go. That is with diplomatic pressure. The torture report absolutely had to say that torture doesn't work. Otherwise it would have become official policy for the USA and morale would go out the window. Don't doubt it. Now the torture techniques are going away, back into the closet, officially at least. Never again will they be used as part of public policy.
