Conservatives believe in free speech, limited government, self reliance, the family as the most important social structure for both financial and physical protection, preserving American heritage and culture, and giving everyone the opportunity to succeed, regardless of who you are. Obviously, speech that actually harms another -- libel/slander - is not protected as free speech.
Neither is speech that places someone in a condition of clear, present and immediate danger - falsely yelling fire in a theater.
The standard of scrutiny is not "reasonable regulation" but "the least restrictive means pursuant to a compelling state interest".

They have already been decided here by the Constitution and case law based on the Constitution. You have a right to express your opinion freely even if other people don't like it. BTW, you can give a cop the finger and call him names. Perfectly legal though I wouldn't suggest it. You can't hit a cop, not legal.

Any speech that violates other rights are the only speech that can be 'limited'. Saying you don't like someone does not violate their rights. Hurt feelings are not covered under the law.
