He stated that they were able to successfully overcome those hurdles and he signed off on it.

The title can sound childish, but not so far from reality.

The Twin Towers were full of offices at high layers, this means a lot of flammable things which to catch fire needs just a little suggestion. And the impact of a plane with some good fuel inside is a very good suggestion.

Once in a office the fire starts, to stop it is not that easy and the fire, considering the initial temperatures of the involved environments probably run a lot.

There are videos showing burning pieces of furniture and other falling from holes in the external structure, on a side, before of the collapse of the first tower to fall.

A big plane, crashing, transforms kinetic energy also into heat, a part gives acceleration to the target structure, breaking it, [try this: use a hammer, hit with force a piece of metal and it will become hot .... kinetic energy becomes heat].

In other words, he was pressured to sign off. Yeah, I got that too. He even said as much.

It's a bit more than "interagency rivalry" but, you're certainly welcome to you own perceptions.

Yes, it WAS greatly inept. The purveyors of the sideshow admitted as much.

First of all, have you ever heard of Fahrenheit 451?
why is it called Fahrenheit 451?
Unless there was some means of force-feeding the fire with oxygen
the fires would never have gotten hot enough to even weaken the
    structure of the towers.
Secondly, the heat would have to be focused, because unfocused
heat would not do the job, in order to achieve the destruction of the
tower(s) the energy of these fires would have to be focused on specific
parts of the structure to achieve the result.

so you assert that totally unfocused energy could produce the observed result?

Would an uncontrolled/unfocused fire in a chimney cause what was seen on 9/11?

Given the non-uniformity of the damage that allegedly
kicked off this "collapse" why should gravity & gravity
alone guarantee a completely straight down "collapse"?
