Before 19 weeks, the fetus isn't even viable - that can hardly be considered, "late term". No baby has ever survived that was younger than 21 weeks, 4 days.
In the minds of many, not being "late-term" implies early term. So it can be misleading. And most of the abortions just a few weeks before then are not "pregnancies gone horribly tragically wrong", like Bowerbird mentioned.
