You are neglecting that in warfare level of force is also a consideration. Destroying entire city is a far cry from using a precision guided missile with a lethal radius of a few meters.

In the abstract, murder is murder no matter intentional or not. But on a deeper side of things, in "war" language, there's the deliberate targets, and collateral damage is mostly being in the wrong place at the wrong time.(IE: The Israeli-Palestinian spats, which always ends up in a massive loss of civilian life due to condensed areas as well as using them as shields, the cowards that they are.)

It doesn't make it right. To quote Smedley Bradley: War's a racket. But what are we to do? Let them kill us? Convert to their perverted religion? What, is "the solution" that is right with our hearts and minds?
