If you look at the the history of FEMA, there are more good examples, like the FEMA work in 2004 in Florida with 4 hurricanees or with teh midwest flooding in 2009. Finally when you have FEMA budgets cut for mitigation projects such as the levies in N.O., usually, that spells disaster sooner rather than later.
