    You don't limit capacity at all, you can still effectively shoot about the same number of rounds with 3 ten round magazines as you can with one 30 round assuming you are going to actually aim at what you are shooting at. Loughner tripped. You can trip with a 30 round magazine. One example does not make your argument.

    You limit the number of rounds a shooter can fire before needing to reload.

    As I said before, the more a shooter needs to reload, the longer it takes for them to kill in large numbers,
    the more likely they are to make mistakes, the more opportunities there are to stop them.
    For the average shooter, it becomes harder for them and less likely that they will kill in high numbers;
    even an experienced and specially trained shooter will need to expend more effort and maintain more focus when forced to reload more often.

    He dropped his magazine while he was trying to reload.

    Authorities said the suspect, 22-year-old Jared Lee Loughner, was tackled by two men when he tried to reload his pistol
    -- while a woman in the crowd, Patricia Maisch, took away the fresh magazine Loughner had dropped.

    "He pulled the magazine out of his pants pocket and it dropped onto the sidewalk.
    And before he could reach it, I got it," Maisch told CNN. "I just reacted. I didn't have an opportunity to think."

    I don't think they make as much difference as you think.

    It takes an average shooter three to five seconds to perform a magazine change. Unless the victims are practically touching the shooter, he will have no problem reloading and shooting before the victims are able to react.

    More importantly, if the shooter or victims are behind cover, the victims won't even have a way to know that the shooter is reloading. Even if the shooter had been firing his weapon so quickly that the five second pause was noticeable, by the time the victims figured it out the gun would be reloaded and back on target.
