    What was the context of his comment?

    A person could say it was smart of Iran to wait until Biden got into office because they knew he would appease them and ignore the sanctions put on them by Trump which allowed them to make hundreds of billions in illegal oil sales. And by now I'm sure you've heard that the hamas operation was planned for 2 years, which means they were also smart enough to wait for Biden to come into the picture before they planned their attack. And on top of that, those savages were smart enough not to do this crap when Trump was president.

    He wasn't bragging about hamas, he said their operation was smart. The terrorists who attacked us on 911 were smart because they found holes in our system.

    Probably one of the reasons Israel got attacked is because they underestimated hamas.

    And it's the same thing with Putin, he was smart enough to go after Ukraine when Biden was in charge.

    In all, no one is gloating about Putin or hamas, who are both evil, it's that their tactics and timing were smart.

    Interesting analogy. As far as I know, Residents of Pine Ridge are free to come and go as they wish and even vote in US elections. Maybe South Africa's past history of apartheid would be a better analogy.
