But there is a history of baloons being used for spying. We do it. USSR did it, and now China. boo hoo hoo.

That being said, the balloon is fairly large, as indicated by a 7-mile area of debris in the Atlantic Ocean. It probably had a dual purpose as well with some military aspects of it. However, we are literally spied on all the time from satellites to air balloons to the META data that is sent to the intelligence centers from internet and smartphone providers per the Patriot Act. But with air balloons at 65000 feet, it is all based on wind currents, namely those big ass airstreams that influence the weather we have. So, it is highly probable that not only have there been air balloons from China but elsewhere as well with those dual technologies. But then again didn't Trump withdraw us from the Open Skies Arm Control Treaty? That treaty allows open surveillance and data sharing. By getting rid of the treaty, data sharing is longer an option for the US to receive, hence why it was important, to begin with.
