No citation necessary. It's common knowledge. Private individuals can accuse someone of a crime but cannot indict/charge someone with a crime. PROSECUTORS charge people with crimes, and they do so AFTER an investigation.

Or did you think you can charge your neighbor with murder or whatever and it will immediately end up in court, on your say-so, lol.

indictments are done by a grand jury.

    Steps in a Trial
    Bringing the Charge
Criminal charges are brought against a person in one of three ways:

    1. Through an indictment voted by a grand jury.
    2. Through the filing of an information by the prosecuting attorney (also called the county, district, or state's attorney) alleging that a crime was committed. Sometimes charges are pressed through the filing of a criminal complaint by another individual, which is essentially a petition to the district attorney asking him/her to initiate [prosecute alleged] charges. [stated in the complaint]
    3. Through a citation by a police officer for minor traffic offenses and the like. This procedure is usually used for certain petty misdemeanors and other minor criminal matters.

Attorney Rose whatever, acting and defined as: [ANOTHER INDIVIDUAL] pressed [CHARGES] iow [CHARGED] Gates et al, by filing a formal complaint with said CHARGES with the ICC, and now the ICC reviews the CHARGES and decides whether or not to prosecute the alleged criminals based upon the CHARGES filed in/with the court.

Seems you 2 need these simple things crayola'd, thats why people like yourselves should leave legalese (attorney speak) and procedure to attorneys and dont quit your day job. ;)

I notice you completely ignore the word "ASKING" in point 2, as in ASKING him/her [prosecutor] to initiate charges. So who decides IF charges should be pressed? The prosecutor. And if yes, who will actually press charges? The prosecutor.

So, do you really think you can ASK a prosecutor to charge your neighbor with murder and they'll say YES, on YOUR say so?

    Of course not.

If you ever take the time to read RFK Jr's book The Real Anthony Fauci, you will know the answer to that question. One chapter is devoted to Bill Gates and his crimes. It contains many citations and end notes, if you're interested.

Did you know that in the early days, under Common Law, citizens convened Grand Juries and often investigated corrupt government officials. Boy oh boy, those days are gone forever.
