It isn't a false accusation. Public services are not supposed to necessarily be cost effective because they trade that for service to the public.

When you call for a fire or crime you aren't supposed to be told to kick rocks or get a busy signal. That's entirely the point.

 

"We have 2 major accidents, a home invasion, and a murder investigation but we'll drop everything because your car being missing is such an inconvenience."
