Our city has so many auto thefts that it is no longer an emergency nor even really warrants police action. It's just one of those things that happen.

I don't have 'a case'. I just don't think stolen cars qualify as an 'emergency'. Yes, it needs to be reported, but an emergency response should be saved for dangerous or life threatening situations.
