Wait, so it appeared that the parties on the scene knew the building was going to collapse, so it was posited they might have to control that collapse to minimize harm to the surrounding area. They never got the chance, obviously.

When a building is damaged as much as WTC7 was a lot of people were aware of the potential of collapse, Silverstein called his insurance company to see how they would react if he had to tear the whole thing down. Like when you have to have your car totaled versus fixed. He asked a question and before he got his answer the building fell. Why did he not have the answer in advance if this was all planned? Why would he bother to call if it was a crime? Why did you edit the report to fit your vision? Oh never mind, I hear the Loose Change guy is even saying you guys are nuts.
