Assuming she is correct and the provisions she states are in it, can this pass constitutional muster? Didn't we already go through aid packages that were race based being blocked?

She writes, "
— $500 million for minority-serving schools of medicine.

— $112 million for teacher preparation programs at Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs).

— $75 million for culturally appropriate care management and services for older individuals who are racial and ethnic minorities or are underserved due to sexual orientation or gender identity.

— $75 million to study maternal health for pregnant and postpartum minority individuals."

Can they lawfully target aid to people based upon race?

Ok cherry picked - now what are the numbers for the rest? I mean let’s just look at maternal health - is this the only funding for maternal health or is this extra put aside to try and balance the existing inequity?

There are currently THOUSANDS of federal programs that are available only to minority groups.

 

I doubt many people have actually read it.
I doubt almost all of the politicians in Congress who are going to be voting on it have read it all.

Congress isn't beholden to the 14th amendment but states cannot enforce any racial laws. The issue is more related to the 'general welfare' clause. Congress does not have the power to do what is trying to do but then I don't believe it had the power to give away money to half the causes it has already. I am not sure how you would go about suing though. Maybe damages received through the inflation of the dollar? Maybe a state could sue and say that they didn't receive an equal amount of such funds, for their schools, and therefore is being hurt by an abuse of power from congress.

 

Is pregnancy different because they have black skin? I am not against exploring the effects of certain conditions that effect pregnancy but they are just pandering and playing dress up with these things to get votes instead of actually help 'babies' and mothers.

 

Coulter has some interesting views.

Ann Coulter is a Great Comedian who does SHTICK.

She clearly knows how to work her Shtick to Pander to her followers (and milk them dry with books telling them what they want to hear).

That said, I Have Never Been a Fan of Coulter's OPINIONS.

But, I can see what her appeal is to those seeking Confirmation Bias for Misguided Notions.
