Well according to Margot 90% of homes in Israel had no problem securing the permits which mathematically proves that the Arab minority in Israel (more than 20% of the population) have those permits too. And again given that 10 out of 16 communities have the permits it makes one wonder what's wrong with the remaining 6? Are they dumb or lazy or both?
