Yes, there has never been a nation of Palestine. Palestine was a region of what is currently Israel, Egypt, and Jordan and was controlled most recently by the Ottoman Empire. The UN recognized the state of Israel in 1948 when Israel declared independence. One of the first things that was done was to institute a policy that any Jewish refugee could come to Israel and receive full citizenship. This type of policy was not granted to Arab refugees who left Israel during the wars of independence who went to other Arab countries thus perpetuating the conflict that is still going on today.
