First of all, young babies and old people probably won't be able to hop it, and they certainly won't be able to simply drive across like they did before.

When I was living in El Paso my boss told me a story how he went 4-wheeling one day and unknowingly ended up in Mexico, there was nothing at the location he was at to stop an off road vehicle from driving into the country. And a wall tells people on the other side we mean business, it might discourage people who are on the fence about coming over. But the best thing about the wall is that once it's up it can't be defunded, it's there forever.

And even if you are trying to make such an implication, no. Multi-national trade agreements should not be made in the public realm. They are far too complex.
