37th ONLY due to cost, NOT quality. And look at any college rankings list. The U.S. Has the most in the top 10, top 100. You name it. And our universities are CRAMMED with people from all over the world. Kids go to to the UK for college NOT due to lack of choices but because they have wealthy parents who let them and they simply want to go live in EU. It's a common practice. To gain perspective.

Also I have a personal friend from Costa Rica. She has said too many times she would never return of it wasn't for family. She fears for her and her kids lives if they got hurt down there. That WHO list you refer to is VERY specific in its biases and can be taken with a grain of salt.
